2022 Down Payment Assistance Program

The Down Payment Assistance Program is a two-year grant program that provides down payment assistance to homebuyers of either $5,000 or up to 10% of the purchase price of a single-family home. To qualify, the property must be within a Qualifying Census Tract, and the purchase price must be at or below $125,000 with a primary mortgage. The purpose of this program is to boost homeownership within parts of the city by providing assistance to individuals and families in lower-income areas.

PROGRAM REQUIREMENTS

Home purchase price must be at or below $125,000

Must have a signed contract for the home, an approved primary mortgage, and a closing company/attorney with a closing date

Must agree to own and live at the home for at least two years after closing

Cannot owe any fines or fees to the City

2022 Emergency Repair Program

The Emergency Repair Program assists income-qualified homeowners replace broken water heats and furnaces. It provides replacements for items not functioning that make a home inhabitable.

2022 Housing Rehabilitation Program

The Housing Rehabilitation Program is a two year match grant program that provides between $3,000 to $15,000 to income-qualified homeowners within Qualifying Census Tracts of single-family properties. This program provides assistance towards certain permanent building and site improvements. The purpose of this program is to increase the owner-occupancy rate within the census tract, improve the outward appearance of homes, and increase the assessed valuation of properties within the City.

2022 Neighborhood Mini-Grant Program

The Neighborhood Mini-Grant Program is a two year grant program designed to support neighborhood and community organizations in engaging residents, fighting blight, and improving neighborhoods. It will fund four neighborhood projects per council district per year. The maximum funding amount per project is $5,000. Each application must have three co-applicants residing within the targeted neighborhood. Neighborhood associations, homeowner associations, neighborhood watch groups, and other community organizations established prior to the funding year are welcome to apply.

Eligible projects include, but are not limited to:

  • Public art
  • Block parties
  • Outreach and communication
  • Public space enhancements (benches, shelters, etc)
  • Placemaking
  • Pop-up events
  • Storytelling projects to amplify and preserve neighborhood voices

Ineligible projects include, but are not limited to:

  • Any project that incurs ongoing maintenance costs to the City
  • An event that already exists (but can be used to enhance an existing event’s programming)
  • Direct financial assistance to individuals or families
  • Purchase of land or buildings
  • Travel and accommodation expenses
  • Cannot benefit one person

2022 Roof Program

The roof program is an annual program that assists low-income homeowners who are unable to afford needed roof repairs. There is a limit of one entry per household, but there is no limit to the total number of households that may enter the lottery.  Applicants must meet all eligibility requirements, including owning the home for at least one year, passing an interior and exterior inspection, and having active homeowners’ insurance.

2022 Ramp Program

The ramp program provides an ADA accessible ramp to eligible homeowners. Residing in the home must be an elderly person and/or a person with a disability with a documented need for a ramp.

2022 East Village Growth Cell TIF Housing Program

The East Village Growth Cell Tax Increment Financing District (TIF) Housing Program is a match grant program that provides up to $15,000 of assistance to property owners of single-family residential properties for certain permanent building and site improvements on parcels within the boundary of the East Village Growth Cell TIF. The purpose of the program is to increase the owner-occupancy rate, improve the outward appearance of homes, and increase the assessed valuation of properties within the East Village Growth Cell Boundaries.

Level of Assistance:

  • 50/50 matching grant of the lowest qualified bid
  • Minimum project is $2,000 with a minimum matching grant of $1,000
  • Maximum project is $30,000 with a maximum matching grant of $15,000.
  • The property owner can reapply annually, but the maximum grant for a five-year period may not exceed $15,000

Requirements apply to the property and all other property the owner owns or has an ownership interest in (Additional properties do not have to also be within the boundary of the East Village Growth Cell TIF)
