The 2020 East Village Growth Cell TIF Housing Program opened on Monday, May 4, 2020.  The East Village Growth Cell Tax Increment Financing District (TIF) Housing Program is a 50/50 matching grant program which provides up to $15,000 of assistance to property owners of single-family residential properties for certain exterior building and site improvements within the boundaries of the East Village Growth Cell TIF.

This year, the program is open to all single-family residential property owners. There is also funding available for non-owner occupied property owners limited to 30% of the overall budget. The purpose of the East Village Growth Cell TIF Housing Program is to improve the outward appearance of homes and to increase the assessed valuation of properties within the East Village Growth Cell Boundaries. “Increasing the pool of eligible property owners in the East Bluff who can take advantage of this program and make improvements to their property will have a positive effect on all residents: homeowners, tenants, and landlords, alike,” said Third District Councilman Tim Riggenbach.

Applications are available starting Monday, May 4, 2020 online at or can be sent via US mail to applicants by request. For a paper application, available upon request, please contact the Development Center at 309-494-8600.

Applications will be accepted via email at, via US mail to the Community Development Department, Attn: Megan Nguyễn, 419 Fulton Street, Room 203, Peoria, IL 61602, or dropped off at the drop box, located at the Fulton Street entrance, at City Hall.  Incomplete applications will not be accepted and bids received under the 2019 program may need to be revised.
